Where did you get the "boincgui" from?
The FAQ entry you citated refers to newer boinc clients which include a gui, recently called "Boinc Manager". The 4.19 doesn't have this included, I think you either got a third party tool (I know nothing about) or a quite early version of the BOINC Manager which doesn't have this feature implemented. I think there have been versions of the BOINC Manager that could control the 4.19 client, too, but I don't know if they have been available for download separately. You may want to try the "Development Client", currently 4.43.
