Look in sched_response.xml for the work 'message'. There should be a message that says why you are not getting work. If the BOINC client is not echoing this message on your screen, please tell me: it points to an error in the client.
It looks to me like something has gone wrong in your installation, since the most recent request that you system sent had the wrong RPC number (0). Something will appear in a few minutes in the FAQ: search for the word 'PROXY'.
